Job Description:
Leidos Health & Services Sector is seeking a Programmer/Analyst
to support the Department of Defense’s personnel testing and
assessment mission. The Programmer/Analyst supports software
development, testing, and maintenance of research and assessment
systems, including computer-adaptive testing environments. This job
posting is in anticipation of future work The contract provides
comprehensive scientific, analytic, and operational support to the
DoD for the development, administration, evaluation, and continuous
improvement of its personnel testing and assessment programs.
Support includes behavioral science research, psychometric
analysis, test development, operational test administration, data
collection, statistical modeling, and technical assistance for
computer-based and paper-and-pencil testing systems—including the
Armed Services Vocational Aptitude Battery (ASVAB), language
proficiency tests, and other accession-related assessments. The
contractor delivers research studies, analytic products, test
specifications, scoring algorithms, technical documentation, and
system support to ensure the validity, reliability, fairness, and
operational effectiveness of DoD’s testing enterprise used to
classify and select individuals for military service. Key
Responsibilities: Develop, maintain, and troubleshoot software used
for assessment delivery, scoring, and research support. Implement
algorithms for scoring, data extraction, item selection, and system
analytics. Conduct quality assurance testing and debugging of
assessment software. Support database management, system
configuration, and documentation efforts. Provide technical
assistance to analytic and psychometric teams for data processing
and tool development. Required Qualifications: Education:
Bachelor’s degree plus a minimum of five years of experience in the
area of computer programming, database management, and other
analysis and computer support functions. Skills: Experience with
platforms for administering standardized tests or survey platforms
required. Ability to work collaboratively in a team environment.

Demonstrated ability to plan, prioritize, and manage own work.
Demonstrated commitment to meeting high standards for product and
service quality. Desire to learn and develop inventive methods that
respond to client needs. Demonstrated experience in software
development and programming, including writing, testing, debugging,
and maintaining code. Proficiency in one or more programming
languages such as C++, Java, Python, or C#, with the ability to
learn additional languages as required. Experience with statistical
or analytic software (e.g., R, SAS, SPSS) and integrating analytic
logic into software applications. Ability to support data
processing, analysis tools, or research systems, including
implementing algorithms and data workflows. Ability to work with
databases and data files, including querying, extracting,
transforming, and validating data. Ability to perform software
quality assurance, including unit testing, system testing, and
troubleshooting. Ability to follow coding standards, documentation
practices, and configuration management procedures. Strong
analytical and problem-solving skills, including the ability to
diagnose technical issues and recommend solutions. Effective
written and verbal communication skills for collaborating with
analysts, psychometricians, and program staff. Ability to manage
multiple tasks and adapt to changing technical requirements.
Security Clearance: Must possess or be able to obtain a DoD Common
Access Card (CAC) and successfully complete a Federal Bureau of
Investigation (FBI) fingerprint check and a National Agency Check
with Written Inquiries (NACI) check. US Citizenship is required.
Location: This position is eligible for 75% remote work with
occasional on-site work as required by customer and/or contract
needs. Candidate must be located or willing to relocate within
commuting distance of Seaside, CA. Preferred Qualifications:
Experience working with or within the DoD. Familiarity with DTAC
and its mission and objectives. Familiarity with federal or DoD IT
environments and information assurance practices. Familiarity with
computer-adaptive testing (CAT) systems, scoring engines, or
algorithm-driven applications. Experience working with large or
sensitive datasets in secure or regulated environments. Knowledge
of version control systems (e.g., Git) and structured development
workflows. Experience developing technical documentation, user

posting date as listed above. Pay Range: Pay Range $87,100.00 -
$157,450.00 The Leidos pay range for this job level is a general
guideline only and not a guarantee of compensation or salary.

equity, alignment with market data, applicable bargaining agreement
